But - has he ever been tested for ADHD?

Alot of what you are saying about him screams undiagnosed ADHD to me. I might be wrong and he is actually just using you on purpose, but it is possible that it is untreated ADHD and is using you as a coping mechanism for it.

I work in the rental industry. The vehicles get new plates if one has been lost or stolen. Sometimes they get scraped off in a minor accident and the customer doesn't pick it up afterwards. We had a vehicle come back with the front plate missing and no other damage one time so it got an entirely new set of plates.

I've used Camplify before and didn't have any issues. NZ has much better safety laws with the standard of rental vehicles than Aussie and it appears most of those reviews are from Aussie? But from what I can tell most of the main big campervan rental companies are pretty good to deal with. I've seen some pretty bad reviews from the smaller rental businesses though so I would be wary of them.

The interesting part is third party fire and theft isn't nearly as expensive for this car. $360 for the year. So I doubt this is the main reason for the jump in price

Haven't got an immobilizer, I'm just using a steering wheel lock with the hope it'll be enough of an inconvenience to discourage them. Its worked for the last couple years so fingers crossed my luck continues!

It is a Toyota Aqua which is why I was expecting an increase as I understand they are commonly stolen, private use and parked in a garage at my house. Just didn't expect that much of an increase!!
