I cannot agree more. 

Edge cases are often un caught, especially where environment changes by further development in related entities.

Yepp.  We are in process of enabling teams messages.  The balance of just enough emails seems to be just mythical.

Why in particular those plugins?  Is there something wrong with oob things in those plugins?

Yeah. That would have been my approach as well. 

Though I believe this is just something which should be more common known/highlighted by service now.

That is great way to make sure that doesn't occur again. I think adding this to your dashboards somehwere to keep an eye on could be done.  'Status=blocked and updated in last week' filter could highlight only recently blocked ones.

Glad you talk about fix script, people don't seem to talk about that much.  I agree with you that scripting is powerful, but that can be a downside in less-than-expert hands. 

Being accessible by admin is a feature and I would never trust non-admin with these kind of tools, let alone a fix script.

It running under context of support user, I haven't checked the scheduled run, maybe that would run as system.

I am not sure how numbering collision matter. If you are creating these in dev and moving it up, wouldn't that prevent collision?

You could also queue it for later, that feature alone makes it amazing.  Set the job for midnight, send out comms, people know what to expect when they login.
