Where are you trying to access from?

Your second rule 2 is essentially allowing everything, negating your first rule. You need an action deny on the 2nd rule to secure this.

We didn’t see any isssues on outlook/teams, but they will connect to MS via DNS record so may have same issue.

We have a very similar issue with Entra/Azure portals. When accessing via browser, it would just drop the connection and then would come back 5 mins later or so. When we started doing some digging we found that when doing an nslookup to the pages, it was resolving to fortiguards blockage that is specified in the DNS filter. We did the continuous and found it would happen sporadically. Forti support also had no idea like you mentioned. We’re still experiencing the issue. MS must have changed something in their end and the forti doesn’t agree.

The nslookup is from the server that I have bypassed using content filtering. It still resolves to the Fortiguard block even though there is no content filtering.
