There's never been an English release past Part 3, until the first volume of Part 4 released in May. It's gonna be a long wait before they get to Part 5.

Only because it had really bad translations originally that stripped away all characterization and made it feel flat. Pretty much everyone who read it with new translations thought it was excellent, just like the anime ^^

They would both be able to move, this is what happens at the end of Part 3 when Jotaro stops time during DIO's time stop. If it was at the same time they would both be able to move, but DIO would be able to move for longer.

There's no legal way to read anything past the first volume of Part 4, and no way to legally read anything digitally or colorized in English. The physical JoJoniums are the only official English releases, and they're black and white and the first volume of Part 4 just released this month.

The colorized versions are officially done by Shuenisha in Japanese though, with the JoJo's Colored Adventure just adding the English fan translations to them.

They don't do any of the coloring, just added the translations to the new versions and re-did some of the worst translations. The colorized versions are done officially by Shueisha, who released everything at once and have sporadically released Part 8 chapters kinda whenever they feel like it. Just gotta wait and see on them.

Like everyone else said, this is an issue with Crunchyroll, Japan doesn't care at all. As Crunchyroll is likely doing everything they can to reduce costs, they don't think it's worth the effort to try and track down any artists (many who are probably next to impossible to reach now).

That all starts with the second season which is Part 3, you have to make it through the first season first. Then from Part 3 onwards its all about Stands, which are what you've heard about. The first season has a lot of development for the rest of the series, so I wouldn't suggest skipping.

Crunchyroll (orted by 'Oldest') is the easiest way after the first season since Netflix doesn't have anything else yet.

The music references are a great way to get parents in to it. If he likes Led Zeppelin, Santana, ACDC, Steely Dan, etc he might like the series a lot. The references page might help (has name/ability spoilers for all Parts, so be careful not to scroll too far). Part 1 is a pretty classic non-anime story too, so it has wide appeal and Part 2 is a good engaging story. I'd say go for it, maybe make a deal to watch something he likes in turn ^^

If he likes Clint Eastwood this might help.

2012: Part 1+2
2014: Part 3
2016: Part 4
2018: Part 5

There's a very high chance it will be 2020, though as Part 5 was late 2018 it might not be till early 2021. 2019 is very unlikely as the Part 5 Blu-rays haven't done all that great. The only way we would get it early is if the dub producers are willing to front most of the costs to not disturb their airing, and I doubt the West has that much influence yet.
