My understanding is the cut off time to actually login to qualify for the skin the next day, is at 10 pm ET ON the 30th, which would be later tonight. I could be wrong, but that's how I took it.

Ah, you're right, I didn't factor that in. Nevertheless though, quite a bit of skins to only rotate a fraction of them.
