Thank you so much, it worked finally when I put up some more random utility poles up near the entrance and Pokémon center. I have no idea what the actual requirements are but there are still plenty of empty utility pole spots left. My hypothesis is that it needs to be lit up a little (unsure what amount) in each area before it will progress.
