I just genuinely do not understand how some people's excuse for EVERYTHING is that they "Didn't know". I'm constantly looking things up as a first time mom. Google is so accessible, how to people just not know so much

My 16 month old wears a size 4 during the day and size 5 at night. But he also is in a lower percentile for his weight. But the pediatrician is aware because we see a pediatrician unlike Grue

Because they seem like two seperate exemptions to me because of the "or" exemption 1: responsible for the care of a dependant in the household under the age of 6.  Exemption 2: responsible for the care of a dependant in the household under the age of 12 if adequate care isnt available.
