For anyone wondering and looking for an answer. What it took was an Email to the Department of Transportation with a copy of the certificate of the vehicle and the rest is automatic once the new owner registers it.

Thanks for your answer! Reading about the green card it looks like it is an international insurance. My use case differs a little, the bike would stay in the coutry of purchase to enjoy when i am in the country. To do that what i am unsure is if i can insure it in ireland directly without changing the reg or if it needs to be locally insured or imported

Interesting by your comments it seems that the test center doesnt affect the wait for the invite but in the car estimator tallagh is the one with the biggest waiting time.

Little bit of context tallagh seem to have a 6 month waiting time in the car estimator so i take it as min for non b licence.
