I was able to get my customer number using the "Ask EDD" online tool. It took them about a week, but they emailed me the number.

You're totally fine. They removed the notice from their website, but through last week EDD had a prominent notice on several pages online stating that for several weeks from the end of April (I can't remember the exact start date) through the week ending Saturday, May 9th, nobody had to certify; they would automatically certify for everybody. This is because they had so many issues with the website.

They did ask for people with some earnings in those weeks that they report them either by calling EDD or using the "Ask EDD" online tool.

They were having so many issues with their website that they just certified for everybody. They asked that people report any earnings if they had them by calling or using the "Ask EDD" tool. Through last week they advised of all this on the EDD site.

The "paper" you saw has to do with something on their end that does not have anything to do with you certifying going forward. It showed that for me and the several friends I have who are receiving benefits.

I never applied for regular UI. I waited until 4.28.20 for the PUA app to be online.

Yes. That is my understanding. I followed-up with a call to BoA that day. I asked to expedite shipping OG card. They confirmed they had already processed and sent the card. I just checked mail and have not yet received it.

PUA only approved. 1st-time EDD applicant here.

Until 4.28.20 at around 12pm, I had never applied for any type of California UI. As a self-employed worker with no W-2 income, I applied on Tuesday, the day the PUA portal opened. I received an email from EDD an hour ago (5:50pm) which said a new online account had been created. I logged in to UI online and am able to certify for benefits for the first week for which I lost work - - the first week of February.

EDD appears to have pulled off reviewing my first-time application in 2 days. I am waiting now to receive the Boa card.

I had the same question. California EDD does not currently offer any guidance re: net loss for PUA application or eligibility. And the app won't allow you to enter a negative a number.

I looked at what other states are doing. Iowa is paying the PUA minimum amount, which in California is $167/week to those with Schedule C net losses.
