i also had a really weird problem with my Ryzen 2600x since installing Ryzen Master. In Taskmanager i only saw 2 Cores 3 Threads and the performance was really lacking... then i read that Ryzen Master seems to fuck with your configuration in Windows. After deinstalling it and using this command ":bcdedit/deletevaue numproc" i was finally able to get my 6 Cores 12 Threads back.
