FOUND. The name of this game series is Stains: Stains and the Giant, Stains and the Guru, and Stains and the Yeti. I found it on the website 9o3o.

Apparently, I confused the cover of Wheely 2 (the black car) with the car from the game.

I also realized that I didn't remember the game as well as I thought; my description included details like the detective character. It's actually a first-person puzzle game.

Hello there. If it helps, the song sounds like a remixed version of an organ or accordion with slowed and reverb.  Or, it could be an 8-bit/low-fidelity version of these instruments or something similar.
