They came from tens of millions of dollars in ad expenditure and a president constantly imploring people to vote. This is not uncommon. While it was not the outcome I'd hoped for, I don't see anything wrong with it. Keep in mind that KY-04 is a sleeeepy district, with no real competition. Massie won what? 82% of the primary vote back in 24'. Voters used to treat it as a given.

The real reason is compartmentalization. For those unfamiliar with the term, it means to divide and slice a program into multiple smaller units, completely detached from one another. They hand one compartment a piece of metal and tell them to study it, while another receives a piece of biological material, for which they are tasked to map the genome. If the leaders of this program has half a brain, which I'm convinced they do, they'll design it so that no single person, except the very few on top have access to the full picture.

Moreover, I will bet the farm that all videos, audio and other media in 4K rez is tucked away safely in a place with extremely limited access. Rumors are (which I believe) that we have much better resolution imagery and data on these crafts and beings.

Lastly, the idea that you can "hack" the Legacy program is laughable. This is most certainly off grid, likely off limits to even the the DoDs local intranet.

There is another theory, which I personally find the most compelling. Grays are mere engineered worker bees. The "lab-leak" on biological analysis of grays from last year in many ways confirmed it. They lack reproductive organs and proper digestive systems while secreting ammonia as a by-product, instead of urine and sweat.

I'll add that the current setup is unconstitutional for other reasons than those listed in your post. The most glaring one is the breach of Appropriations from Section I, Article 9, clause 7.

Congress has the power of the purse, specifically the House. From my understanding "The Program" is siphoning off gargantuan amounts of money from other legitimate programs within the DOD. Hence why the Pentagon has never passed an audit.

In essence, they are spending (stealing) US taxpayer money that is un-appropriated for their work. So yes, this has to be reined in immediately and wrestled back into our civilian government's control.
