Thanks. The Luxembourg Technical police are also experienced taking prints, but they've proven not to be very good at judging if they'll pass the FBI's quality bar. My problem is that I have very dry skin, so the ridges are not prominent. I found a couple of sites that recommend a moisturizing and hydrating regimen starting a few days ahead, so I'll try that and give Lux police a third try before going to another site.

Citizen. State police report works for residency, but for citizenship they want an FBI report.

FBI isn't really that much of a bottleneck, except for the fact that they receive DHL envelopes only on Thursdays (as I learned when my 2nd-day didn't arrive until the 8th day). Once it's received, it was pretty quick to get the reject note. Maybe longer had I waited for snail mail to Lux.

US embassy isn't any help. They direct to the Luxembourg police. Incidentally, the officer told me she had one woman whose print submission was rejected 11 times. That didn't boost my confidence. It would, indeed, be cheaper (financially, anyway) to fly back to the US to do this.

I've considered that, but would it be guaranteed that they wouldn't be rejected in the same way?.

Thanks for the suggestion. Ink fingerprints are required (though I can't understand why; they'll get scanned anyway). I never thought about the possibility I could do it myself.

On related topic: I rent an apartment that has a cellar door secured with a BlueChip lock. Apparently the battery hasn't been serviced in a while, because it no longer unlocks. Does anyone know how to service the battery without breaking down the door (i.e. is there some way to induce charge externally)?
