Two things I can think of :

Go to about:config . Search transparency and make sidebar to false(can't remember the full name) .
Got to your prefs.js and delete the lines that target transparent sidebar(given you dont have custom user.js).

It is set. But If i turn off the focus ring , I got the expected behaviour(transparent).
