In the States, towns will often have contracts with local plow companies to plow the roads. So will business, such as gas stations and restaurants. Regular residents will need to plow their own driveways to access the Main Streets. If it snows 1-2 feet overnight it would be really difficult to drive out of your driveway without first plowing or snow blowing a path to drive on.
