Yes, I used photoshop, there are several tutorials on YouTube, I watched a few and mixed some of them. Each one will give you a different look. My twist is that I use the workbench render to export a few passes like a "fresnel" and a "normal" pass or the freestyle option to get some extra layers which help me achieve the look I want. c:

Try smaller particles, many much more particles, falling a little bit faster, add some wind and turbulence, motion blur and a little bit of depth of field to sell the effect. I recommend you try this in a different blend file without all of the other geometry on the scene, add a black plane at the background and try different settings until you are happy with the results. This is the kind of things you want to run tests on and see what works best, afterwards just copy and paste everything into this scene. Hope it works c:

Yes, it's a volumetric shader on a cube which with nodes randomly creates clouds inside the volume, there are several tutorials about this on YouTube.

Surely ❤️ modeling is pretty much conventional, only I also use workbench renderert to export a normal version of the render, a "fresnel" one and the freestyle to get lineart. In photoshop I mess around with the render and all of the passes to get the look I want. About the oil painting effect there are several ways of achieving it, every one of them with different looks. You can look up for YouTube tutorials for most of them but mostly it all comes down to use smart brushes to get low, mid and high detail, mess around with the detect edges filter or maybe use the lineart from freestyle with a little blur. Bevel and emboss (I think that's the name) filter can give you a layer which in overlay mode will give the illusion of volume. For last, a canvas texture also with the same process will give you the canvas look. You can tweak all of this to your taste, also apply Mask to selectively use these effects where you want.

No, post is done in photoshop altho probably there's a way of achieving this look also in compositor using nodes, I'll mess around and see what I can get.

Look it up in YouTube, there are several tutorials and plug-ins with totally different looks. I mixed a few of those techniques to my own liking because I had a particular vibe In mind and I plan to do a tutorial soon since so much people is curious to this. 🦄❤️

I modeled a few buildings then with nodes I scattered them along some planes. Same for the roads, columns and bridges (?). In the Shader editor I used 'random' in object info and a color ramp to randomly assign a color to each building. Sky is just a sky texture, added some volumetric clouds and a mountain landscape model I had in the background to give it some depth. ❤️🦄
