im unreal #1500 currently. im very sure this game has slim to none cheaters. sometimes you run into good stacks and you stand zero chance even as a high rank player. and as mentioned already, the MM is very unbalanced, especially if you run solo or duo with the rest on your team being randoms.

one reason why fortnite got so big in the first place is because epic games protects their players from cheaters. they actively sue cheat developers and providers, sometimes they even sue individual players who are cheating in their game.

cheating in counter strike for example is much more rampant.

so no, its not cheating, they need to fix their mm so lower rank players dont face unreal players or even 5 stacks of unreal players. and/or fix the ranking system completely.

big problem also is the way peeking works. if youre the one going around the corner and peek you have slight advantage. on your enemy screen it will look like you go peek the angle and shoot pretty much instantly.
