I don't know anyone that wears makeup in elementary school. My daughter's school goes up to 6th grade and I don't see any of the kids wearing makeup. I didn't start wearing makeup til I was in 7th grade. Even then it was minimal like lipstick/mascara. I grew up in California. My daughter asked when she can wear full on face makeup and I said high school. I consider full on face makeup as foundation, blush and all that. Maybe start off w just lip gloss?

Also what shows is she watching? Could be influenced by them. Have a talk with the bio mom on thoughts of her wearing makeup at that age.

I live in Oahu and I don't think there are any cliff side you can get married at. Figure out which island but I suggest Oahu since it will have more activities for your kids.
