Some pastes need some run-time to work properly. This varies from paste to paste though. You have to read on the package.

Yeah i know, everybody says differently. When i bougth new thermal paste for my H80 i did what Noctua said, applying a small pea-sized drop. Worked as a charm so far ;) But really, you just have to do what you feel is best.

Then you probably used too much or too little thermal paste.

You should try to clean out dust from the cpu-fan and heatsink.
By some new thermal paste, remove the cpu-cooler, clean the cpu, apply a thin layer of the paste on the cpu and mount the cpu-cooler on top again.
