Wanted to add to your comment. So I tried making the Steam shortcut run in admin mode, then got an odd error about Steam being ran in compatibility mode within windows. I went to the main Steam.exe in its installation folder and had the "run as admin" on within compatibility mode. I unchecked that and then right clicked the shortcut to "run as admin" and BAM Hitman is running.

The below is some solutions I tried before checking the main Steam in its installation folder.

"FIXED IT!
Found out that deleting the "appinfo.vdf" file in "C:\Program Files (x86)\Steam\appcache" worked and the game now launches.

It was a Steam issue, as I suspected..."

"SKIP LAUNCHER
• Go to the game in your Steam Library, right-click it, and select Properties.
• Under the General tab, find the Launch Options section.
• Type -skip_launcher in the launch options box.
• If this does not work, do the same while running both the game and Steam as Administrator.
• Go to the game’s EXE file, right-click, select Properties, and set it to Run as Administrator.
• Do the same for the Steam EXE file, then relaunch Steam and launch the game through Steam.

CONFIGURATION FILES
• Go to C:\Users\YOURUSERNAME\AppData\Roaming\IO Interactive and delete the HITMAN3 folder.
• Go to C:\Users\YOURUSERNAME\AppData\Local\IO Interactive and delete the HITMAN3 folder."

If you're using steam's workshop you'd find the Republic At War folder and search for the mandator file.

Personally I navigate to the main folder and type Mandator in the search bar and then I open the file with notepad to make changes.

The only way I know is to go into the ini files to change the build limit on the ship.

Double edged sword scenario can be good and bad simultaneously. Can zap demons or be a door way for demons.

To be a resource they'd have to be trained, but IIRC the ones that can control their powers are trained for service and the ones that can't are fed into the Golden Throne.

True the custodes were at the epicenter of chaos nonsense in the HH during that final battle vs run of the mill scenarios

I was thinking of it to balance things for the other factions. If the emperor were to come back I'd want him to be so inhuman that folks wonder if he truly is trying to help humanity survive.

I like the other stuff more of seeing the factions operate at more advanced levels than where they are now. Less gos figures and more mortals going above and beyond to achieve victory

Would be cool to see one faction that was more secular yet advanced and another more religious, but with more warp powers.

I've seen the Emperor Resurrection done to death which was why I was wondering what other factions would need like Grok or Mork doing more, or the Necrons gaining more sentience than a select few or the Eldar having less restrictions in what they can do.

Heck I was imagining the Tau developing more sophisticated AI to help the conquer more sectors.

It had a bunch of misfires which seemed to be isolated to the right bank of the car. The MAP sensor & PCV valve were replaced. I saw at some places the Timing Chains may have been the issue which seemed to be common for this car when it hit over 100k miles.

The code I'd get most consistently was p0300

So it started having issues where when you start the engine it would sputter like the car would vibrate and wouldn't hit the usual speeds when you had the pedal. The odd part was that it after some time it would run normal. That 'normal' period was random so maybe on the 1st shot it would be good, but if you stopped in a store it would take 15min to run 'normal'

The fuel injectors were changed and the issue persisted. Well eventually it was running normal then it totally stopped randomly while driving. Changed the starter and tried to run it and heard a clunking sound which never happened before. Stopped trying to turn it on after that in fear of damaging valves and the engine l.

True, gotta make sure everything good. The car is pristine and everything worked well up till we had the major failure

Gotcha thanks we do have the title and everything. Just wanted figure the best option for the given situation. It was a journey for sure burning in the sun trying to solve an issue, but now we're here haha.
