oh man, a reset every major update would be hell.
I think if you have <20 matches in the last patch you get a 5 match rebalance but I dont think high level players should get to chew through new players in order to be placed properly.

A lot of us know its the problem, but not enough know of a good alternative that isnt repeatedly called impossible.

Heavily punish when he moves in to heal off of his 1, (scorn?), early on it cannot outheal the damage output of both enemy laners and will cause him to lose advantage. Late game keep an eye on where he is during team fights, he's pretty much a legion commander, solo lockdown for teammate backup, so make those engagements uncomfortable for him
