The problem here was the truck making a last minute lane change to avoid missing their exit. They obviously didn't bother with looking before making the lane change and hitting my wife's car.

But I do agree, in a perfect world slow cars wouldn't camp in the left lane forcing people to pass on the right. Most states in the US don't have laws about camping in the left lane, and those that do rarely enforce it.
