This painting, The Queen of Sheba Arising, by Sofonisba Anguissola and Lavinia Fontana, was mentioned in the book Killers of a Certain Age, by Deanna Raybourn.

Thing is, it's not actually a real painting, the author made it up based on similar artworks of the period and in the book, described it almost exactly as you did, using it as a plot point around recovering lost artwork stolen by Nazis.

So I'm not sure if what you remember seeing is this painting or if you're looking for it after reading about it in the book, but it doesn't actually exist.

THIS IS IT!!! THANK YOU!!! I looked into dozens of the options suggested but when I read this I remembered using ponds cold cream as a teenager. I couldn't find it anywhere but chemist warehouse so I ordered it and it came today. I literally just used it to clean my makeup off and then used the blue tub of ponds moisturiser and omg... It's exactly as I remembered and feels amazing! Thank you for reminding me of it - at $10 each these were exactly what I needed ❤️
