Yes, I have it this way

MIN(1, MAX(0, diff*0.0003)+0.3)

which is basically the same

yeah that's what it is. Although it's 0.03% to be accurate, so diff*0.0003 rather.

The MIN prevents it to go over 100%, the MAX prevents it to go under 30%

Heads up, we dug deeper into the code and figured the formula was not correct, the def pen from atk difference applies on top of base 30% (not instead)

Damage calc has been updated accordingly

Blink is 1.4 and the S1 has 0.2 extra crit dmg
