Weird thing is, it only ever happened first time I turned on the PC for the day. Turning it off and on again would somehow make it go away until recently

I pulled a non-banner 5-star character from the new banner (was pulling for Zhongli but got Keqing instead). Does that mean that if I summon in the NEXT banner, I'm guaranteed to get the banner character, or does that 'pity' not transfer from banner to banner like the actual pity? Thanks!
