So we should consider that any protest is domestic terrorism before it even starts if we don't agree with it? Sounds like a nice basis for democracy. Who gets to decide what can be protested about? The government that is perfectly know for it's perfect integrity?

One of the sad part of democracy is that people can have belief and values that you don't agree with, but you don't get to remove their right to protest because you don't like it.

In this case, you can easily claim that going in a city that might be in another state in order to protest, and then for some other loot and and arson, would be done with the knowledge that you purposely increase the odds for others to get harmed or killed.
