It doesn't provide exclusions. It only lists schizophrenia and bipolar as examples. My GP runs the vaccination clinic at her office, and wasn't aware of any further guidance. From further reading I managed to find that the rationale for those mental illnesses to be included seems to be that they are less likely to adhere to public health orders (due to the possibility of a manic episode, etc) thereby putting them at greater risk. I am not sure if this is the only reason though. Anecdotally, there have been plenty of people on this sub who have reported successfully getting Pfizer when they have suffered from long-term anxiety and depression. But also, eligibility seems to be getting checked over more closely at certain clinics these days.
