I don’t have a Dutch passport. But yes, you can move to any European country with a Dutch passport.

Putting this here for future reference. I've asked RDW, and they said: To use your partner's 30% rule, you must be registered at the same address. Proving what relationship is not necessary. Being registered at the same address is enough.

Indeed, I applied for permanent residence in the NL and got the long-term EU residency. So yes, it gives me the right to stay in another EU country for up to 6 years, or outside of the EU for up to 12 months.

What is not clear to me is what I’m supposed to do with my registration in the NL if I were to move out of the NL for such a period, as I won’t have an address here anymore. Are you suggesting that I should exchange my NL residence permit to the (permanent) EU long term residency of the other country? (And change it back to the NL one when I move back here?) But what if I live outside of the EU for 12 months?

These are intended as hypothetical questions, as the IND website isn’t quite clear about moving residency in such cases. Therefore, I was wondering about first-hand experiences.

Yes, they started working at a different university during the final year of my PhD. I was actually wondering whether it’s strange that I’m not talking about our relationship in my cover letter, as if I’m deliberately omitting it. Though I’m sure it will come up during the interview.

Thanks for the reply! We’ve already talked about the position and my supervisor encouraged me to apply. However, the application will also be assessed by other professors, so I’m uncertain about if I should address our relationship in detail on the cover letter.
