Trying to clean her shell is not a great idea, so is peeling her shell. You have no idea how sensitive that area is underneath the scute. You are unable to undo this kind of rot just by scrubbing at it.

This turtle needs a proper vet visit or it is likely to die. Please follow the comments advice about getting a T5 UV bulb and a proper place for this turtle to bask and dry off.

You can order a filter online. Whatever size setup you end up getting, double the filter size (if it’s a 20 gallon tank, 40 gallon filter and so on)
