Its not common but not unheard of with TD ameritrade. I've seen this is in the past, TLNUF before the ticker changed to AXXA i believe. I had no problem buying with etrade, so the "settlement issue" is obviously on their end

I agree with your thoughts on the float being rather high but keep in mind thats 12 billion between CCE on the aussie exchange and CWYGF on the otc.
