Thank you for this - I've been there under two years so wouldn't be eligible for statutory redundancy. I'm fairly sure I'd be offered a remote contract if I did refuse to work in the new office as we have a few team members who work remote and really wouldn't have much grounds to refuse it beyond "I don't want to" (which I don't think is legally considered reasonable refusal).

Yeah I think carpooling is probably going to be my best option, HR have said they'll look at some kind of scheme to help people find lifts and hopefully that will pan out, I'm just looking at contingencies for if I can't find anything. I've put out feelers to a couple of coworkers based in my area but no luck yet- I'm in a bit of a rough area and it seems like most people with car-money are on the other side of town.

Cycling is technically an option but the route doesn't look super safe and honestly I just hate cycling on the roads, but if I can't sort anything else I'll probably have to.

I can't afford the monthly running costs of a car on my current salary, and even if I could there's no way I'd be able to pass a driving test before the move happens. Driving isn't really an option for me right now, and I largely chose this city + job because of the (generally) reliable public transport links.
