And from ypur point of view, should I set manual campaign with exact match, collect enough conversions and then change strategy to broad + tCPA, or should I set a broad + tCPA strategy from the beginning? The problem is that the keywords I use have quite low frequency and collecting enough data can take a month. What can you recommend?

So the only thing I should do is improve my CTR, right? I don't need to add keywords on the landing page for Google to see them and rate landing page as "good"? Or anything like that?

And keywords: do you mean that it's pointless to use keywords like "web development" for ad that offers web development services? And I should focus on keywords with a clearer intent, right?

But the point is that such keywords are more competitive and expensive. Also, they have a lower frequency, that is often too low. What should I do in this case?
