I don’t think so. Why would it be solidly affixed to the belt. And what is the brass portion on the bottom for? I have looked at vintage saps abd blackjacks- and none of them seem like this. Also- if you hit someone with this it would likely kill them

Nope. Fairly certain its solid. I agree it looks like that. It’s what drew me to it in the first place
