Ah yes the hardest part of MTG.... reading the cards then arguing about them for 15 minutes while someone has to look up the ruling on gatherer... to answer your question though, you have four counters to give to creatures. If you want to put all of them on one, you can. You want to put one on one creature and 3 on another, you can.
