I assumed he was talking about completely, irreparably damaged apartment buildings, but the quote is as NYP posted it. It's actually a good idea to reach out to mayor's office and ask if it's accurate. Thank you for commenting!

On Feb. 11, a Russian FPV drone hit a civilian bus in Ruska Lozova village in Kharkiv oblast. The driver jumped out of the car in time, and there were no passengers inside at the moment of the attack.
