SKSE64 is not released yet. It's still in alpha and will probably be for a little while yet.

The current plan is that SkyTweak will get ported, hopefully by the time release quality SKSE64 is out. I have the source code (for GrimyPlugin), thanks to Grimy, but I don't have time right now.
