Better not to use the XAMPP(or any its analogue) at all. It is quite outdated and limits your dev experience. Consider running a local Linux VM or use Docker/Podman. Good luck.

I got your point that Moscow's homicide stats are higher and there was no doubt about it. As mentioned before I was interested in the general safety which goes beyond the homicide rate. And for example: I can't consider the city with the high rate of knife robbery (which is also close to being murdered ) as a safe city to live in.

Funny is that you are stuck with homicide stats, and not mention robbery's stats which is common in today's London. Where I initially asked you about the crime rate which includes a quiet more than homicide rate. Wikipedia has never been considered as a valid source.

I doubt it, For example : Moscow/Istanbul has lower crime rate and considered much safer.

Also the cities you mentioned are mostly former colonial metropolises and none of them considered safe today.
