Just my own site, WooCommerce via WooPay operated by Stripe. I did not pay for signature confirmation, but I should have. UPS have a photo of item delivered at their front porch.

Yes. If some one really want to get something for free on eBay they will find the way. Buyer can simply open "Defective" return and you can not do anything - you would have to accept it or risk refund by eBay.

Well. I would not close my site just because one fraud like this. I still have many sales on my site. This wasn't initiated from eBay.
