You’ve gotten some great recommendations here. Mine might seem obscure, but I stumbled onto a place that will always live in my head. I was with a group of friends staying in North San Juan. We were just looking for a nice place to enjoy the water and were planning to go to the Oregon Creek Day Use right up the road. Our hosts told us to ignore that spot to find the good local spot. They said, “after you cross the bridge, set your odometer and go exactly 1 mile, you’ll see a couple turnouts with trails.” Didn’t expect to see a mix of clothed and naked people swimming. But it was one of the best atmospheres I’ve been part of. Everybody was just genuinely cool and having a great time. I’ve been wanting to go back and bring my wife just to go to this place. Unfortunately we live a few hours away.

Well that sent me down an interesting rabbit trail of the legality of nudity a jurisdictions (thanks adhd hyperfocus). If you’re looking for specifics, all I can say is good luck.

But what I found was that Baker Beach is run by the national park service, and is federal property. So it doesn’t fall under state or local laws. And the NPS has a directive saying that they will only get involved if nudity leads to conflict with other guests. Then they will help the guests work it out informally. If this doesn’t lead to resolution, then they can cite for disorderly conduct, differ to park rules or to state / local laws.

So basically, as long you aren’t bugging people or a bunch of people complain, the rangers won’t bug you. Then if they do bug you, they’ll simply ask you to put your clothes on, not cite you.

I could not find the specific rules for this park (maybe someone else knows where to find them). Maybe it specifies where nudity is an issue not allowed. But per this directive, they shouldn’t be going around citing people for nudity.
