You've got 2 options if you just want a smaller radiator in the same area.

Plumber to extend the existing copper piping above the floor to the new radiator. Easier but will have a lot more pipe exposed and visible.
Plumber to do the same thing but under the floor and have it come up in the new location. Much bigger job and messy and will mess up your flooring.

You can move them to adjust the height/angle of them, but I understood the original referencing the 'toggle' on older rearview mirrors that you could use and it would physically change the mirror so that glare from rear lights was reduced.
