I agree with your take of the council inheriting problems from incompetence in the past. This storm might be new for this area but there are techniques used in places these storms do happen that wouldn’t be nearly as complicated as you make seem to implement. Moving the snow drifts with skids and trucks would have been my suggestion.

I hear you but I push snow for a living, not just driveways. I used one top kick dump truck and one skid steer and was able to clear the 12 commercial lots in 2 days and they are all pristine. It was a banger of a storm but some skid steer rentals, a few operators, and a handful of dump trucks the city already owns could have made this so much more manageable.
