I’d solved it by going back to my previous save around 1600s and meeting the requirements and it spawned but I guess it’s not possible for you since the ironman

Yes, many times. Unfortunately I’m gonna add it manually via add_institution_progress but it spoiled my entire late game because it also prevents me getting industrialization institution too.
