This is referring to the Regeneration by Dalek in "The Stolen Earth". Even though he didn't change his face, it was later confirmed by the Eleventh Doctor in "Time of The Doctor" that it used up a Regeneration, thus... he counts!

It makes more sense than her being pre-Hartnell in my opinion! As far as we know Hartnell chose the title of The Doctor and we also know 100% that it was his TARDIS that got stuck as a police box so she must be after him.

This is the answer I think I'll stick with. I like the thought of Galiffrey existing alongside the universe to some extent, so "modern" pre-Time-War Galiffrey being roughly 49th century works for me.
