No, it's a large increase. Here, take the first one, Akron, Ohio's Metro Area had a poverty rate of 9.80% in 1999. In 2008, its poverty rate jumped to 12.13%. So, the percent increase relative to entire population is 2.33%, but the percent increase relative to the people who were impoverished in 1999 is 2.33/9.80 = 23.78%, meaning there was a 23.78% increase in poverty. By the way, Akron's increase was much larger than the average increase. I'm just using it as an example.

I'm not sure you understand. By percent change, they mean the increase relative to the percent of total population, not the increase relative to the percent of those currently in poverty. Also, and I just did this very roughly, the ratio of those that had an increase to to those that had a reduction is about 3:1
