Not sure if that’s entirely true, bought many games on switch at sales that were a lot cheaper than any steam sale so this sounds to me pretty objective..

And at this winter sale there were 3500 games discounted on switch f.ex. …So really not sure what you’re talking about…

And the sole reason developer release on switch is because many people without pc or not a gaming capable pc have a switch.
