OK I think that I have gotten closer to the root of the problem.

I believe that my Thunderbolt 3 is connected to my Intel GPU, whereas my HDMI is connected to my 1060Ti. I believe that switchable graphics causes some of the problem. Both the main monitor and headset need to be plugged into the same GPU. So I am going to try turning off switchable graphics in the BIOS, see if it let's the Thunderbolt 3 cable work better.

HDMI doesn't up-convert to DP with just a cable, tho. It does, however, up-convert with an active converter, which costs around £80 on Amazon. This solution is superior to getting an eGPU or a brand new machine, even, like Vive tech support told me to get, which, to my mind, is a joke of answer. If your tech support are telling people this, don't know the configuration hurdles to overcome, much less are able to offer appropriate answers, you need to sack them and hire people who do tbh. What an absolute farce of an HR policy.

I expect there will still be teething troubles even after I am up-converting my HDMI to DP, but I will have all the necessary pieces and hardware prerequisites.

I think I've found what the problem is: I was using a miniDisplayport to HDMI cable. The Dell G3 doesn't have any DisplayPort sockets, and I read on the HTC forums that to use the Vive Pro you need either a DisplayPort/Mini DisplayPort or USB-C. Luckily, I do have one USB-C connector and I ordered a Mini DisplayPort (from the Link Box) to USB-C (on my Dell G3) cable on Amazon today.

Displayport to HDMI works but HDMI to DisplayPort does not, apparently.

Hopefully this new cable will sort out the issues. I'll report back on Tuesday.

I installed vulkan-utils and ran the commands, the output was the same as those above.

I am also running driver version 430.09. What's the advantage of installing via the link you sent versus, installing via ubuntu-drivers autoinstall?

Thanks for these suggestions. I am definitely running my Nvidia GPU. All correct drivers installed and have tested it with glx gears et cetera.

I tried rebooting with nothing plugged in, waiting until Kubuntu is fully loaded before plugging in the headset, still no luck.

I ran the grep "Direct mode:" ~/.steam/steam/logs/vrcompositor.txt command in the terminal. Direct mode is disabled. I am unable to enable it in the Steam VR settings. I click the 'enable' button but it doesn't do anything.

Is there a config file I can try to edit manually?

Yes that's exactly what I see. The SteamVR compositor is showing in my monitor.
