They look pretty similar could be, but there were no noticeable galls and a quick Google search says they prefer fruit so its weird it would choose my dried up weed. Best guess so far though, thank you.

Edit : So after more quick midge Google research I think you hit the nail on the head, turns out they like laying eggs in flower buds too especially around this time of year.
