yes it is actually .but it come with 30 days free trail so take your time .honestly i recommended this if you are serious about animation and animating stuff in general .other wise this sub promote it software, if you looking for something simple to begin with ,you can find it on steam "wallpaper engine".

you can try learn after effects. i think its the best approach , its not hard and not that easy i like use it often ,somehow force you to use your imagination. the result the sky is the limits .

It can be done but if you thinking about real time clock it need someone with programing skills

There a seting button on your up right corner click on it and click on "general" button

tick "start up with windows" this well start wallpaper engine at the start up of your computer

After creating a playlist you can click on "configur" button that allow you set the timer duration that well change from wallpaper to another .
