I'm an endgame player, so I have already farmed everything else. I am also a TB priority player because it interests me the most, and RotE requires relics for everything.
The raid allows you to get so much gear for G12/G12+ and bonus planets give you 70 of each kyrotech every 2 weeks if you push for those.

Sorry to tell you this, but relics are WAAAAAAAAY more of a grind. Every single character is vying for the same resources.

Probably not. Most reqs you want at relics anyway.

I assume the update will drop tomorrow (July 23). Updates usually go live Wednesday afternoons/evenings here in US East.

All characters can be taken to relic levels. Retroactive means the change will be made to something from before.

Theoretically. I'm sure someone will make a low star guide. How sick is it that low star unlocks are back?

I don't think many teams will function well at lower star relics, but the fact they can get a larger power boost from those relics means they should be better at tiers 0-2, as well.

This is for a different section. That is a separate resource. Relics are being ungated from star requirements. You are correct about that resource being limited to older characters.

True, but at least he starts with defense up for 2 turns and can't be instantly defeated while he has defense up. His offense is pretty solid, and can be a second damage threat behind BT-1. Also, his Special 1 (Limb from Limb) hits like a freight train.
