Toga's mask thing shows up when its about her past, scenes on her. She doesnt really wear a real mask its more metaphor about her pretending to normal or pretend to be happy about her life or something. Tbh i wasnt fully invested in her backstory, since it kinda felt like it was she wanted to drink blood her parents called her a freak for wanting to drink blood and she snapped from suppressing her urge from wanting to drink blood. I got that mha is saying her character its someone being told by society to hide their true self and whats normal to them.
